A417 Missing Link, National Highways
INC led the consenting and permitting team for the A417 Missing Link project on behalf of National Highways, supporting the scheme from early optioneering through to delivery. The project, located within the Cotswolds Area of Outstanding Natural Beauty, received industry recognition through a NIPA Award and achieved Development Consent Order (DCO) approval in November 2022, enabling construction to begin in 2023.

INC acted as the central interface for consenting across project workstreams, ensuring compliance with client

requirements and effective coordination of all DCO-related activities. This included managing the full DCO process under the Planning Act 2008, from statutory consultation and application preparation through to examination, hearings, and the discharge of DCO requirements to support delivery.
Key responsibilities included developing and implementing the consenting strategy, coordinating DCO deliverables, leading stakeholder engagement and liaison with the Planning Inspectorate, and managing project resources and expert witnesses during DCO hearings. INC also led the preparation and review of key consent documentation, negotiated agreements such as Statements of Common Ground, and provided specialist advice on additional consents, licences, and submission documentation. Through this role, INC ensured a robust and coordinated consenting process that successfully secured approval for this long-awaited strategic road improvement.
